These are being presented to each Senator as part of the Senate Briefings.  They update the House Fact Sheets for the House Budget and other changes.

The first section (on yellow sheets in the hard copies presented to Senators) are requests for additions to the House Budget in Senate DHHS budget.  The second section (in blue) are those additions that the House made to the Governor's DHHS Budget that we are requesting be protected and remain as part of the Senate's DHHS budget.

 

CARES HOUSE FACT SHEETS on DHHS BUDGET ISSUES

CARES Members developed Fact Sheets for 16 specific DHHS safety net services CARES felt were most harmed in the Governor's Budget and that had the highest need for funds to be added in the House Budget.  Each Fact Sheet explained in one page the essential human needs that the DHHS-funded program met, why the service was so important and cost effective, and a request to add a minimum amount of funds.   The Fact Sheets also listed contacts, the groups providing the information, and the HB1 budget page, line and amount.  Some Fact Sheets also included a second page of additional support information.

Purpose -  The purpose of the CARES Fact Sheets was to provide Division III with a reference resource focusing on the highest priorities for more funding in the DHHS budget -  and explaining in one page why the House should add a specific amount of funding to these 16 key safety net services, supports, and care.  The intent was to provide a summary guide to help Division III sort through the 400 pages in DHHS budget and focus in on the 16 budget pages and safety net services most in need of fixing through adding funds to the Governor's Budget.

To this end, the Fact Sheet Packets (in bright yellow) were handed out to Division III on March 23, 2009 - three days before all the major funding decisions had to be made.   Division III Members spent about 40" going through the list of programs and asked clarifying questions of the CARES representatives in attendance. 

Results -   Most Div. III members (including the Chair) referred frequently to the Fact Sheet Packets in making their final decisions on Monday and Tuesday.  In the end, when Div. III made their final recommendations on March 26th, 10 of the 16 CARES priority programs in the Fact Sheet had received additional funding whereas only one program that was not on the CARES list (Tobey School) reveived an increase that was not a techncial fix.
